My sincerest condolences to the Meehan Family. I worked with Frank his whole career in CBP. It was truly and honor privilege to know Frank. He was not only my friend, but my brother and I loved the man and will miss him dearly.
There are so many memories of Frank but the greatest thing I will remember of Frank was the day he shared his dream with me. In that dream, he told me he was back in Vietnam and that he dreamt that I was there with him fighting in combat. I was so touched and honored to know how Frank had thought of me. To me he was a true hero, and I would have gone to war with anywhere in the world.
I have one story I’d like to share. I was a K-9 handler before Frank had become K-9 handler himself. And there was this one time nobody wanted to go roving with me (which is hunting for drugs smugglers in vehicles as they wait in line to enter the country) of course Frank did. So, there we were, me and Frank roving in primary and Frank telling me about how lazy some of the officers and supervisors were, when suddenly my K-9 (Outlaw) aggressively alerts to the passenger side of the vehicle that was waiting in line to make entry into the country. So, I started conducting a cursory inspection of the vehicle, in primary and as I’m inside the vehicle looking for drugs, Frank still hadn’t walked over to the driver side of the vehicle to make sure the driver didn’t get out and run. Instead, Frank continues talking about those dang lazy officers. So, as I’m listening to Frank, I inspect the center console of the vehicle and low and behold, I see several drug bundles. At this point I’m not listening to Frank anymore but I’m staring directly at the driver and we both simultaneously are looking at the bundles in his car! Frank has no idea what’s about to go down… And suddenly the driver jumps out of the vehicle and starts running back to Mexico! I yell at Frank “He’s Running!” I throw my leash at Frank and start chasing down the driver of the vehicle. Thankfully I caught the guy. So, I’m walking back to vehicle and there was Frank, standing next to the vehicle loaded with cocaine holding my dog! I think it’s why Frank wanted to be K-9!
Frank rest in peace my brother and I look forward to seeing you again!

Your Family does not know me, nor does your Dearly Departure Loved One, Frank. I was looking for my Aunt's Obit, n came across Frank's. I read which I know is only a speck of Frank's Life Story, but it Touched me enough to Light a Candle, Send my Sincerest Condolences, and Honor His Service and Memory To Our Country! I Love The Fact that Frank Not Only Loved His Family, but He Loved and Cared For His Pets/ Animals, and Loved and Proudly Served God and Our Country! I am So, So Very Sorry To You All For Your Loss, and May God Hold Your Tender Hearts In His Precious Hands as You Grieve, and Lessen the Overwhelming Pain, with Each Passing Day. May The Perpetual Light Of His Love Shine Upon Frank O'Lord For All Eternity, AMEN.

I worked with Frank with U.S. CBP/Santa Teresa, NM. We became great friends I found his personality, demeanor and sense of humor to be refreshing, honest, old school and often times funny as hell. You definitely knew very quickly and abruptly exactly where you stood with Frank. As a K9 Officer he was the best that I have ever met! It was an honor to have served with him. Frank & Linda supported me greatly with my own battle with cancer for which I am eternally thankful for! I will miss him.

In 1972 Frank and I went to work for the same outfit. We coincidentally were partnered up on the same truck. It was instantaneous that our friendship took. We worked on and off together for 6 or 7 years. Although we went our seperate ways in life we touched base over the years and reminisced. And laughed alot about our youth. We talked often in the last 4 years and I will say that he is in the top 1% of people that I honestly could call a friend and world is alot less funny without him I'm it. Gonna miss him big time.
